Beijing (EPICSTORIAN) – In a formal ceremony held in Beijing on December 23, 2024, President Xi Jinping, Chairman of the Central Military Commission (CMC), presented a certificate promoting Chen Hui, Political Commissar of the People’s Liberation Army (PLA) Army, to the rank of general—the highest active-duty rank in China.
The event, as reported by Xinhua , was marked by the presence of senior military officials. CMC Vice Chairman Zhang Youxia announced the promotion order, which was personally signed by President Xi, while fellow Vice Chairman He Weidong presided over the ceremony.
President Xi Seeks to Ensure operational efficiency of the People’s Liberation Army
Speaking during the ceremony, in his congratulatory speech, the Chinese President emphasized the significance of Hui’s ascension within the PLA hierarchy.
This promotion marks China’s ongoing efforts to enhance its military leadership as part of broader defense reforms. The PLA has been undergoing significant restructuring to improve operational efficiency and combat readiness.
In recent years, the PLA has implemented reforms to streamline its rank and grade system, aiming to create a more rank-centric structure as rank and grade promotions within the PLA were not synchronized, leading to complexities in the command hierarchy.
Since late 2019, there has been a focus on simultaneous promotions to three-star ranks and Theater Command Leader grades, aligning with efforts to modernize the military’s organizational framework.
